Zero carbon factory construction refers to the process of continuously reducing carbon dioxide emissions within the boundary and gradually approaching zero through emission reduction measures such as technological innovation, structural adjustment, and management optimization. The notice proposes to select manufacturing enterprises and computing power facilities that have a certain construction foundation, clear construction goals, and a clear implementation path, and promise to complete the construction goals within the prescribed time limit, and select the best ones to be included in the national zero carbon factory construction list.

Notice specifies the construction process and zero carbon factory construction work; Emphasize technology, construction, and effectiveness; Rather than a one-time evaluation and determination. The Ministry of Industry and Information Technology will conduct random inspections and verifications of construction units from time to time, and will follow the regulations; Mature batch, acceptance batch; The principle of organizing acceptance, and those that pass the acceptance evaluation will officially become national level zero carbon factories.

The notice also issued the "National Zero Carbon Factory Construction Evaluation Index System and Index Explanation (Trial)" in the form of an attachment, clarifying the core indicators and guiding indicators. Among them, the core indicators are the fundamental, decisive, and constraining key factors for the construction of zero carbon factories; Set 4 categories and 8 guiding indicators, including decarbonization, collaborative carbon reduction, intelligent carbon control, carbon offset, and information disclosure, to guide enterprises to continuously improve in energy-saving and carbon reduction transformation, energy-saving equipment application, digital energy and carbon management, and other aspects.
